The fact that they wanted Ash to have all three gimmicks for Journeys could have been another reason why they didn't use Gigantamax Pikachu that often, especially if they wanted Gengar to represent Gigantamax while Pikachu used its Z-Moves. Plus, people speculate that they didn't use Dynamax more often for budget reasons, which could have been the case. It sounds like you can use Terastal forms anywhere in Paldea, or at least they didn't say that you could only use the form in specific locations like with Dynamax. A big reason why we didn't see Gigantamax Pikachu more often was because Ash was rarely in Galar and was in a Dynamax spot even more rarely. What makes Electroweb great is that it hits both targets in Doubles, thereby lowering the Speed stat of two Pokemon at once. If they are going to actually be in Paldea in the next series, which will hopefully be the case, then I don't see why they wouldn't make use of the Terastal forms more often. Electroweb is an excellent move in Doubles that is great for speed control, especially for Electric-type Pokemon that are always in contention to be the fastest Pokemon in the field.
